Twitch clips are what this flow is built and tested for. Full VODs are a much bigger, different kind of file, and results there are less consistent, so if you specifically need an entire stream saved, expect this to be hit or miss rather than a guaranteed path.

Does this work on clips from a Twitch channel that’s since gone offline or been banned?

As long as the clip link itself still resolves and loads on Twitch’s side, Grabio and cobalt.tools can generally still pull it. If Twitch has taken down the underlying channel or clip entirely, the link won’t load anywhere, including here.

Do downloaded clips include the chat overlay or just the gameplay footage?

You get the clip as Twitch encoded it, which is the broadcast video itself, not a separate chat overlay. If the streamer had chat visible in their own layout (like a facecam and chat box baked into the stream), that’s part of the video and comes through as-is.
